HSE Prosecution for Nottinghamshire County Council

Dear members,

You might have come across publicity concerning this HSE prosecution from April 2017. A member of the public was struck by a grounds tractor that was moving some branches at Rufford Park in 2015. This was a non-fatal incident that resulted in a £1m fine and costs at £100k. This is of interest and serves as a reminder for similar vehicle operations that might occur on university campuses. The deficiencies identified by HSE related to: 

  1. inadequate safe system of work for vehicle movements where the public have access, including lack of segregation of activities,
  2. Inadequate training of the vehicle operator
  3. Inadequate planning of the activity, and
  4. Using an unsuitable vehicle for the task
