Transfer of EMS to Higher Education Statistics Agency (HESA)
The Estate Management Statistics (EMS) collection will in future be made via the Higher Education Statistics Agency (HESA). HESA is the official agency for the collection, analysis and dissemination of quantitative information about higher education. http://www.hesa.ac.uk/

EMS transfer update. Progress is being made with technical issues concerning the transfer of the EMS data collection to HESA, some quality control measures will be strengthened. A technical implementation group has been set up. Membership of the group is below.

Estate Management Statistics (EMS) was established in 1999 to provide Higher Education sector with standardized, reliable and useful property information to help managers understand current performance, promote sharing of best practice and drive improvements.
The main objective of EMS is to give UK Higher Education institutions access to relevant information to enable better strategy and decision making.
EMS is about improving estate management performance through facilitating access to relevant information. A recent independent review of EMS described the service as:
"a world class operation, in terms of quality and output as compared with other similar types of system, which are currently in operation or under development throughout the UK, and the rest of the world".
Property in Higher Education. The UK HE sector provides, manages and maintains a very significant estate of buildings and land. There are currently more than 160 UK institutions:
- providing 25.6 million square metres of gross space in addition to significant site and land resources.
- supporting around 1.57 million student FTEs.
Institutions are increasingly being asked to demonstrate performance through improved efficiencies, return on investment, use of space, contributions to a sustainable estate and progress towards providing effective and attractive environments, amongst other issues.
Access to the appropriate objective information is essential not only for record-keeping but also for communicating these and other issues more effectively, monitoring & enhancing performance, demonstrating added value and communicating with the rest of the business and key stakeholders.
EMS is currently run by IPD Occupiers, but will be moving to the Higher Education Statistics Agency (HESA) during 2010.
Whilst EMS results for institutions remain confidential and the property of the sector, some very informative and valuable measures for the sector as a whole are available via the EMS annual report. The latest report can be accessed from the link at the bottom of this page.
