Community Heat and Power
Guidance on Procuring Energy Services to Deliver Community Heat and Power Schemes, published by the Carbon Trust.
This guide is designed to assist those who have decided to procure Energy Services to deliver a community heating scheme. The guide is aimed at financial and executive decision makers in local and public authorities, housing associations and owners of large energy consuming establishments such as hospitals, universities and leisure centres. It provides an explanation of the procurement process from the point at which it has been decided in principle that a Community Heat & Power scheme is the best option. It is assumed that the technical and economic feasibility of the scheme has already been assessed and that the relevant stakeholders have agreed in principle to develop the project in partnership with an Energy Services Company or ESCO.
