Development Master Planning / Estate Strategy

This talk focuses on the role that masterplanning plays in University campus development. Whilst masterplans and development framework plans are produced to guide development over a 10 or 20 year period, the parameters around them are continually changing and the challenge is to stay relevant or be relegated to a dusty shelf. This is especially topical now as the pandemic has ravaged university finances and still threatens to undermine many long-term investment programmes.
Over the last year, we have been conducting a research project to look at how campuses have developed following masterplans and what the future focus for masterplans could be. Does a masterplan survive contact with reality and can a masterplan ever be flexible enough to accommodate the changes which affect higher education institutions?.
Despite prescient predictions of pandemics and the worldwide disruption caused, masterplans have not as yet anticipated such shocks. Will future masterplans learn lessons from the pandemic experience about the need to allocate space differently, to think about resilience in a crisis, to look at infrastructure every bit as much as to consider massing and density and to put affordability and environmental sustainability at the heart of the Masterplan?
And as we get closer to the critical point of irreversible climate change Universities need to take drastic steps which will alter their entire outlook and estate. What part can masterplans play in helping Universities develop to a zero-carbon future? Universities expanded continuously through the 20th century and show every sign of wanting to continue this trend but growth has left a legacy of infrastructure and buildings with poor environmental performance and rising maintenance costs.
The cost of maintaining the estates we build is still not fully understood nor fully funded. Whilst historic masterplans focussed on building new, we now know that most of our existing buildings are here to stay and retrofit and renewable energy sources will play a key role in estates in the future.
University campus types vary hugely and the case studies illustrate different types and ages of campus. Each masterplan has been reviewed, and each campus mapped to show the pattern and growth of plans and subsequent development.
The talk will conclude with presentation of a toolkit we are developing to aid future sustainable masterplans.
